To understand political power right, and derive it from its original, we must consider, what state all men are naturally in, and that is, a state of perfect freedom to order their actions, and dispose of their possessions and persons, as they think fit, within the bounds of the law of nature, without asking leave, or depending upon the will of any other man.

The only thing we are naturally afraid of is pain, or loss of pleasure. And because these are not annexed to any shape, colour, or size of visible objects, we are frighted of none of them, till either we have felt pain from them, or have notions put into us that they will do us harm.

Nothing is in the intellect that was not first in the senses.

When we know our own strength, we shall the better know what to undertake with hopes of success.

Revolt is the right of the people

Thus the law of nature stands as an eternal rule to all men, legislators as well as others. The rules that they make for other mens actions, must, as well as their own and other mens actions, be conformable to the law of nature, i.e. to the will of God, of which that is a declaration, and the fundamental law of nature being the preservation of mankind, no human sanction can be good, or valid against it.
