Democrats legislate; Republicans investigate.

We have heard all of our lives how, after the Civil War was over, the South went back to straighten itself out and make a living again. It was for many years a voiceless part of the government. The balance of power moved away from it--to the north and the east. The problems of the north and the east became the big problem of the country and nobody paid much attention to the economic unbalance the South had left as its only choice.

A perpetual conflict with natural desires seems to be the lot of our present state. In youth we require something of the tardiness and frigidity of age; and in age we must labour to recall the fire and impetuosity of youth; in youth we must learn to respect, and in age to enjoy.

We don't propose to sit here in our rocking chair with our hands folded and let the Communists set up any government in the Western Hemisphere.

You've got to work things out in the cloakroom, and when you've got them worked out, you can debate a little before you vote.

As the House is designed to provide a reflection of the mood of the moment, the Senate is meant to reflect the continuity of the past--to preserve the delicate balance of justice between the majority's whims and the minority's rights.

But, most of all, the Great Society is not a safe harbor, a resting place, a final objective, a finished work. It is a challenge constantly renewed, beckoning us toward a destiny where the meaning of our lives matches the marvelous products of our labor.
