The lessons are, unfortunately, that a small weak country that is facing an extremely hostile and very violent superpower will not make much progress unless there's a strong solidarity movement within the superpower that will restrain its actions. With more support within the United States, I think the Haitian efforts could have succeeded.

For the last thirty years, my income has stagnated, my working hours are going up, my benefits are going down. My wife has to work two [jobs] to, you know, put food on the table. The children, God, there's no care for the children, the schools are rotten, and so on. What did I do wrong? I did everything you're supposed to do, but something's going wrong to me.
Noam ChomskyAt the beginning of his administration, Reagan tried set the basis for American military intervention in El Salvador - which is about what Kennedy did when he came into office in regard to Vietnam. Well, when Kennedy tried it in Vietnam, it just worked like a dream. Virtually nobody opposed American bombing of South Vietnam in 1962. It was not an issue. But when Reagan began to talk of involving American forces in El Salvador there was a huge popular uproar. And he had to choose a much more indirect way of supporting the collection of gangsters in power there. He had to back off.
Noam ChomskyVenezuela is independent. It's diversifying its exports to a limited extent, instead of just being dependent on exports to the United States. And it's initiating moves toward Latin American integration and independence. It's what they call a Bolivarian alternative and the United States doesn't like any of that.
