We have been at the matter of police pay for some time. Indeed, the Minister of Safety and Security and the National Commissioner of Police have raised this matter. Treasury has been looking at it and the Public Service and Administration Minister has been looking at it. It is a matter with which we are engaged, the salaries issue, as well as the resource question with regard to vehicles and, and all other matters, including the skills issues.
Thabo MbekiRead a textbook. It will tell you. These are the things for instance on the African continent that will contribute to immune deficiency, various tropical diseases because of poor infrastructure, general levels of poverty donโt get treated. Syphilis untreated or not properly treated, which as it happens is a big problem as I hear, gets treated, the symptoms disappear but in factโฆ it โฆ that impacts on the immune system. Youโve got to deal with these things.
Thabo MbekiI come back to what I had said earlier: the policies might be there but are people benefiting from the policies? You do find that in many instances, though the policies exist, they are not having the necessary impact. That is a particular challenge in local government, because that is where all the services get delivered.
Thabo MbekiThere are black companies that are very active in the economy, that are growing and not on the basis of mergers and acquisitions, but because of putting new money into their particular companies and, therefore, their particular sectors. Indeed, if they didn't do that, they would collapse as companies.
Thabo MbekiThe reason I joined the struggle against Apartheid was because you had this system of oppression, which affected everybody who was black. Whether you were old or young, man or woman, in a village or a town, it didn't matter.
Thabo MbekiWe do not have a South African as a member of the African Commission. The President of the Commission comes from Mali, the Deputy comes from Rwanda and then we have got all these other members, ordinary commissioners. There is no South African there. And the reason, again, for that is not because we didn't have South Africans who are competent.
