There is nothing so good for the human soul as the discovery that there are ancient and flourishing civilized societies which have somehow managed to exist for many centuries and are still in being though they have had no help from the traveler in solving their problems.

The predominant teachings of this age are that there are no limits to man's capacity to govern others and that, therefore, no limitations ought to be imposed upon government. The older faith, born of long ages of suffering under man's dominion over man, was that the exercise of unlimited power by men with limited minds and self-regarding prejudices is soon oppressive, reactionary, and corrupt. The older faith taught that the very condition of progress was the limitation of power to the capacity and the virtue of rulers.

It is so much easier to talk of poverty than to think of the poor.

If all power is in the people, if there is no higher law than their will, and if by counting their votes, their will may be ascertained - then the people may entrust all their power to anyone, and the power of the pretender and the usurper is then legitimate. It is not to be challenged since it came originally from the sovereign people.

The essential discovery of maturity has little if anything to do with information about the names, the locations, and the sequence of facts; it is the acquiring of a different sense of life, a different kind of intuition about the nature of things.

So far as I am concerned I have no doctrinaire belief in free speech. In the interest of the war it is necessary to sacrifice some of it.

The first principle of a civilized state is that power is legitimate only when it is under contract.
