In sectors like energy, I haven't been arguing for more spending per se; I've been arguing that it doesn't make sense for us to spend $4 billion subsidizing an oil industry that's mature and very profitable. We should be using that money to finance clean energy of the future.

If we can make sure that that young boys starting at the age of three or four already knows their colors and their letters and are getting good preschool, and by the time they get into school they've got a good teacher and are getting the support that they need and are able to keep up with their classwork, that is going to do more to reduce the incarceration rate at the same time, obviously, as it increases the college enrollment rate.

We will send an additional 475 service members to Iraq. As I have said before, these American forces will not have a combat mission - we will not get dragged into another ground war in Iraq. But they are needed to support Iraqi and Kurdish forces with training, intelligence and equipment.
