What art should be about,' they will say, 'is revealing exquisite and resonant truths about the human condition.' Well, to be honest - no, it shouldnโt. I mean, it can occasionally, if it wants to; but really, how many penetrating insights to human nature do you need in one lifetime? Two? Three? Caitlin MoranWhen Rudy Giuliani became mayor of New York in 1993, his belief in the 'Broken Windows' theory led him to implement the 'Zero Tolerance' crime policy. Crime dropped dramatically, significantly, and continued to for the next ten years.
