I think the other side of this is in this balance between the social state and the punishing state, remember, the social state has been decimated. And the question becomes, how is finance capital, how does the 1 percent now resort to governing? And they govern basically through a form of lawlessness and what I call the punishing state, in which we've had a punishment creep, and now it moves from the prison to almost every institution in society, from airports to schools to social services.

In any totalitarian society, dissent is viewed as a threat, civic literacy is denounced, and those public spheres that produce engage citizens are dismantled or impoverished through the substitution of training for education.

The generation of youth in the early 21st century has no way of grasping if they will ever be free from the gnawing sense of the transience, indefiniteness, and provisional nature of any settlement.

While the universities are increasingly corporatized and militarized, their governing structures are becoming more authoritarian, faculty are being devalued as public intellectuals, students are viewed as clients, academic fields are treated as economic domains for providing credentials, and work place skills, and academic freedom is under assault.

Under the interlocking regimes of neoliberal power, violence appears so arbitrary and thoughtless that it lacks the need for any justification, let alone claims to justice and accountability. It is truly as limitless as it appears banal.

There is more to the culture of cruelty than simply ethically challenged policies that benefit the rich and punish the poor, particularly children, there is also the emergence of a punishing state, a governing through crime youth complex, and the emergence of the school-to-prison pipeline as the new face of Jim Crow.

War provides jobs, profits, political payoffs, research funds, and forms of political and economic power that reach into every aspect of society.
