I had a chance to talk with President [Vladimir] Putin and he clearly said to me very directly, "I will think about that. I will think about this challenge of how we win." Look, this is not easy for Putin. Everybody says, "Oh, Putin's made a big move." Well, Putin is [in Syria] now; and if he wants to fight ISIL alone, that's a challenge, folks.

Ask Osama bin Laden is he is better off now than he was four years ago.

We owe our troops the opportunity to serve in the best-planned, best-equipped, and best-led military force in the world, and we owe them the peace of mind that comes from knowing that they and their families will be taken care of if they sacrifice life, limb or the ability to sleep without war's nightmares. We owe them not just thanks and best wishes, but action, and action in our nation's capital.

If [Bashar] Assad himself could save this whole process by saying, "I will engage in a managed transition where we all work together to stabilize the government, save the institutions of government, and turn on ISIL and preserve Syria." That could happen. It all depends on one man, and Russia and Iran should not be so stubborn here that they tie this whole thing up simply because of one person.

It is the duty of any president, in the final analysis, to defend this nation and dispel the security threat. Saddam Hussein has brought military action upon himself by refusing for 12 years to comply with the mandates of the United Nations. The brave and capable men and women of our armed forces and those who are with us will quickly, I know, remove him once and for all as a threat to his neighbors, to the world, and to his own people, and I support their doing so.

Franklin Roosevelt, Harry Truman, others, knew how to lead. They knew how to ask the American people for the right things.

What Donald Trump is doing is serving the polluters and serving a narrow group of ideological interests. That's not leadership. That's abdication of responsibility, and this step does not make America first. It makes America last.
