Good order and discipline in any army are to be depended upon more than courage alone.

A wise ruler should rely on what is under his own control, not on what is under the control of others.

Conquered states that have been accustomed to liberty and the government of their own laws can be held by the conqueror in three different ways. The first is to ruin them; the second, for the conqueror to go and reside there in person; and the third is to allow them to continue to live under their own laws, subject to a regular tribute, and to create in them a government of a few, who will keep the country friendly to the conqueror

I consider it a mark of great prudence in a man to abstain from threats or any contemptuous expressions, for neither of these weaken the enemy, but threats make him more cautious, and the other excites his hatred, and a desire to revenge himself.

A prince, therefore, must not mind incurring the charge of cruelty for the purpose of keeping his subjects united and confident; for, with a very few examples, he will be more merciful than those who, from excess of tenderness, allow disorders to arise, from whence spring murders and rapine; for these as a rule injure the whole community, while the executions carried out by the prince injure only one individual. And of all princes, it is impossible for a new prince to escape the name of cruel, new states being always full of dangers.

But in Republics there is a stronger vitality, a fiercer hatred, a keener thirst for revenge. The memory of their former freedom will not let them rest; so that the safest course is either to destroy them, or to go and live in them.

When settling disputes between his subjects, he should ensure that his judgement is irrevocable; and he should be so regarded that no one ever dreams of trying to deceive or trick him.
