The other General Welfare Clause is in the first of the authorities given to the Congress and it's not a grant, it's a restriction. By which I mean it doesn't say Congress can legislate for the general welfare, it means that everything Congress must do has to enhance the general welfare of the United States of America. It can't grant things to individuals, it can only legislate for the government.

All bureaucracies do what they are told.
David Cay JohnstonState inspection laws, health laws, and laws for regulating the internal commerce of a State, and those which respect turnpike roads, ferries, &c. are not within the power granted to Congress. ... Inspection laws, quarantine laws, health laws of every description, as well as laws for regulating the internal commerce of a State, and those which respect turnpike roads, ferries, &c., are component parts of this mass. No direct general power over these objects is granted to Congress, and, consequently, they remain subject to State legislation.

The only time something the CIA does become public knowledge - other than the rare accident or whistleblower - is when Congress or the President think it's helpful for psychological warfare reasons to let the American people know the CIA is doing it.
Douglas ValentineWe already know that there are those close to James Comey who have a very different take, if there are tapes, of course, that would be the best evidence of what took place. Brad ThorI came to the conclusion months ago, and I said it to members of Congress, that the only way people are going to fully appreciate what this reform is if we pass it and implement it and it becomes not a caricature but a reality, and I still believe that. So I think it will be easier to sell it moving forward than it was to this point.

And if you listen to the Republicans in Congress, they used to say, "Oh, climate change doesn't exist." Then they switched to "Well, it exists, but it's not man-made," to "Well, I'm going to address the issue." Why? Because when they go home, the local constituent says, "Wait a second. Michael MoriartyWe have not inherited an easy world. If developments like the Industrial revolution, which began in England, and the gifts of science and technology have made life much easier for us, they have also made it more dangerous. There are threats now to our freedom, indeed to our very existence, that other generations could never even have imagined. There is first the threat of global war. And in fact, when the numbers reached about this high in 1924, the president and Congress changed the policy, and it slowed down immigration significantly. And we then assimilated through the 1965 and created really the solid middle class of America, with assimilated immigrants, and it was good for America.

By sabotaging the reputation of an institution of government, the party that is programmatically against government would come out the relative winner.
