The other General Welfare Clause is in the first of the authorities given to the Congress and it's not a grant, it's a restriction. By which I mean it doesn't say Congress can legislate for the general welfare, it means that everything Congress must do has to enhance the general welfare of the United States of America. It can't grant things to individuals, it can only legislate for the government.
Andrew NapolitanoIt has now been over 7 years since Congress last raised the minimum wage to its current level of $5.15 per hour. Since that last increase, Congress's failure to adjust the wage for inflation has reduced the purchasing power of the minimum wage to record low levels.
Jon CorzineThe money problem facing the country from 1789 to 1896 existed because Congress never exercised is authority to "coin money or regulate the value thereof" - but rather delegated that authority, sometimes by charter and sometimes by default, to the banking system. This despite the provision in the Constitution that charged Congress with the power to 'coin money, regulate the value thereof, and of foreign Coin, and fix the Standards of weight and Measures.'
William Jennings BryanI was very, very concerned about President Obama and how much executive order and how much executive power he tried to exert. But I think I want to be, and I think congress will be, a check on any executive, Republican or Democrat, that tries to grasp too much power. And really, a lot of the fault is not only presidents trying to take too much power, it's Congress giving up too much power.
Rand PaulThe dirty little secret is that both houses of Congress are irrelevant. ... America's domestic policy is now being run by Alan Greenspan and the Federal Reserve, and America's foreign policy is now being run by the International Monetary Fund [IMF]. ...when the president decides to go to war, he no longer needs a declaration of war from Congress.
Robert ReichPresident Barack Obama couldn't bring everything into existence through Congress. Because from the day that he was elected president of the United States, the United States Congress, many of the Republicans met, and they declared that they would never allow his legislative program to succeed. And for eight years they fought him.
Louis FarrakhanCongress is the third branch of government... which makes every one of the 535 members of Congress 1/535th of that important one-third, which works out to, hmmm, well, someone else can do the math. You wouldn't think such little wheels could make so much noise.
Wesley PrudenThe country wants the president and the Congress focused on jobs and the economy. Any regulation that the president promulgates that isn't focused on, I think, is a risk for him, and the same is true for Congress.

W. Averell HarrimanI don't think this is a situation where you can say that Congress was avoiding any mention of the tax power. It'd be one thing if Congress explicitly disavowed an exercise of the tax power. But given that it hasn't done so, it seems to me that it's - not only is it fair to read this as an exercise of the tax power, but this court has got an obligation to construe it as an exercise of the tax power if it can be upheld on that basis.
Donald Verrilli Jr.June 1st is a date that is looming in everybody's mind with the final enforcement of the UIGEA. I actually think it may, finally, once and for all prove that it's an ineffective law. Congress created that law and now Congress has to do something to correct it.
John PappasThis is what class warfare looks like: The Business Roundtable - representing Goldman Sachs, Bank of America, JP Morgan Chase and others - has called on Congress to raise the eligibility age of Social Security and Medicare to 70, cut Social Security and veterans' COLAs, raise taxes on working families and cut taxes for the largest corporations in America.
Bernie SandersBy 1990, the EPA had tallied up 32,645 sites of past chemical waste dumping in need of cleanup. Some of these are actual waste landfills, but many are former manufacturing sites where drums full of chemicals have been simply abandoned. The names of the most notorious appear on the EPS's National Priorities List. These are the so-called Superfund sites, names for the super fund of money put together by Congress in 1980 to clean them up. In 2009, the Superfund list contained 1,331 sites.
Sandra SteingraberI came to the conclusion months ago, and I said it to members of Congress, that the only way people are going to fully appreciate what this reform is if we pass it and implement it and it becomes not a caricature but a reality, and I still believe that. So I think it will be easier to sell it moving forward than it was to this point.
David AxelrodAllowing a non-lawyer to be on the Supreme Court strikes me as a very American thing, in a good way. Another is that the speaker of the house doesn't have to be a member of congress. He or she can be anyone. I'm not sure if James Madison really intended that, or if the wording was accidentally imprecise, but the Constitution, as a recall, simply says that the House shall chuse a speaker.
Gene WeingartenThe urge to pass new laws must be seen as an illness, not much different from the urge to bite old women. Anyone suspected of suffering from it should either be treated with the appropriate pills or, if it is too late for that, elected to parliament [or congress, as the case may be] and paid a huge salary with endless holidays, to do nothing whatever.
Auberon WaughWhen I started working, women were working at 59 cents to the dollar. We got a raise, but it's still unfair. We're still 16 percent of Congress, even though we're 51 percent of the population. We're a low percentage of our CEOs. We're a low percentage of boards and being part of boards.
Carolyn MaloneyFrankly, nobody's every seen anything like what's happening today. When you have somebody getting a subpoena from the United States Congress to have your e-mails and all other information sent, and after - not before, after getting the subpoena, 33,000 e-mails are deleted and acid washed. And nobody even knows what that means, acid wash. It's a very expensive thing to do. Most people don't even know what it means.
