A lot of people say there is no happiness in this life, and certainly there's no permanent happiness. But self-sufficiency creates happiness. Happiness is a state of bliss. Just because you're satisfied one moment - saying yes, it's a good meal, makes me happy - well, that's not going to necessarily be true the next hour. Life has its ups and downs, and time has to be your partner. Time is your soul mate. Children are happy. But they haven't really experienced ups and downs yet. I'm not exactly sure what happiness even means. I don't know if I personally could define it.

The word happiness is used to indicate at least three related things, which we might roughly call emotional happiness, moral happiness, and judgmental happiness.

In our concern for others, we worry less about ourselves. When we worry less about ourselves an experience of our own suffering is less intense. What does this tell us? Firstly, because our every action has a universal dimension, a potential impact on others' happiness, ethics are necessary as a means to ensure that we do not harm others. Secondly, it tells us that genuine happiness consists in those spiritual qualities of love, compassion, patience, tolerance and forgiveness and so on. For it is these which provide both for our happiness and others' happiness.

Upon this point all speculative politicians will agree, that the happiness of society is the end of government, as all divines and moral philosophers will agree that the happiness of the individual is the end of man. From this principle it will follow that the form of government which communicates ease, comfort, security, or, in one word, happiness, to the greatest numbers of persons, and in the greatest degree, is the best.
